## Warum es das Projekt gibt / Why this exists

Ein großer Teil des kommerziellen VPN-Marktes gehört wenigen Holdings, denen
zugleich bekannte Testseiten gehören. Anbieter, Werbung und angebliche
Bewertung sind dort dieselbe Firma. Dieses Projekt ist die Gegenprobe: es
publiziert ausschließlich belegte Fakten und überlässt die Bewertung den
Leserinnen und Lesern.

A large part of the commercial VPN market belongs to a handful of holdings
that also own well known review sites. Provider, advertising and supposed
review are the same company there. This project is the counter check: it
publishes evidenced facts only and leaves the judgement to the reader.

- provider: slug, name, status (active|discontinued|absorbed|announced),
  kind (vpn|browser_vpn|relay|anticensorship), parent company, website
- criterion: key in der Form kategorie.feld (z. B. logging.activity_logs),
  Typ (bool|enum|int|decimal|money|text|date), Bezeichnung und Hilfetext
  zweisprachig
- datapoint: ein Anbieter, ein Kriterium, ein Wert, eine Konfidenzstufe
- source: Adresse, Titel, Abrufdatum (retrieved_at), Archivlink, Art des Belegs

Konfidenzstufen / confidence levels:

- confirmed: durch eine unabhängige Quelle belegt (Audit, Gericht, Messung,
  Quelltext) / evidenced by an independent source
- claimed: nur Anbieterangabe, nicht unabhängig geprüft / provider claim only
- disputed: glaubwürdige Belege widersprechen sich / credible sources conflict
- unknown: keine Quelle. Es wird nicht geraten. / no source. We do not guess.

Eine fehlende Zelle ist eine Aussage: uns liegt kein Beleg vor.
A missing cell is a statement: we hold no evidence.
